The three page pdf is about a village called Wustweiler and where it is located. It say nothing about individuals.
The one page pdf is about emigration. It first gives two expamples. One example is about Mr. Woll, a ploughman from Illingen and his wife Anna Nau, who emigrated in 1837, with six children and daughter in law Margarethe to North America.
In the emigration application Mr Woll said that his son Conrad, who emigrated earlier, has bought 140 Morgen (= an area measure, one Morgen is between 2,500 and 3,600 square metre) of land for him.
So he (Mr. Woll) decided to sell his 12 Morgen land, the house and movable goods to emigrate.
The second sample is about Mr Gustav Barth.

The Mayor Fourman explained why people emigrated from Illingen in 1843. He gave some reasons: overindebtness, laziness, or relatives in America.
The second part of the page starting "Illingen, den 2.5.1837," is a continuation of a report from 28. April. It says: 6 people emigrated without having permission or without having all papers required:

2. Nicolaus Weyland, ploughman from Hosterhof
3. Conrad Woll, roofer from Illingen
4. Peter Woll, carpenter from Illingen

The report further says: Reportedly the French authorities will charge 5 Franken (= a curreny French Francs) for passports. The passports will be issued in Forbach by the waggoners who transport the emigrants to Havre (probably it means the town of Le Havre).
