Graf von Zütphen. Otto I. folgte 1182 seinem Vater. 1189-1192 nahm er am 3. Kreuzzug teil. Er stritt viel mit Holland, wurde im Bistum Utrecht zurückgedrängt und unterstützte daher im Holland-Erbkrieg seinen Neffen Ludwig gegen den Schwiegersohn Wilhelm I. von Holland, den Mann seiner Tochter Adelheid. Otto stand auch mehrmals gegen Brabant, verbündete sich mit Limburg undgeriet zeitweise in Gefangenschaft. Er kämpfte auch gegen die Friesen, wobei er seine Positionen weitgehend halten konnte. Im deutschen Thronkrieg stand er 1198 auf Seite der Staufer.
